The Assistant Director of Facilities Services / Project Manager is responsible for operations and maintenance, repair activities, and renovations for a large, diverse, complex group of buildings and extensive grounds on a growing campus. The portfolio of responsibilities includes life safety systems and facility operations, exterior maintenance, and related projects to ensure, a safe, clean, functional, and efficient environment to create spaces that inspire learning, living, working and collaboration within the campus community.

This role provides leadership and supervision for activities pertaining to the operations, maintenance, housekeeping and repair of life safety systems and emergency planning. This position provides administrative and technical supervision, with responsibility for inspecting facilities regularly and identifying maintenance needs and mitigating safety hazards; and works with staff and/or contractors regarding code and regulatory compliance, including OSHA, ADA, fire, etc. Manage building, housekeeping and grounds operations to ensure adherence to appropriate maintenance, cleaning, and landscaping standards.

This role plans for the timely, safe and fiscally responsible delivery of capital projects, including planning, oversight and reporting on progress of campus capital projects, including coordinating contractor bids to project completion, commissioning, and closeout. The Assistant Director / Project Manager collaborates with technicians, engineers, architects, and consultants to design and implement building system repairs, renovations, and manage complex projects such as the addition of new buildings, and replacement solutions.

Duties:
- Collaborate with Director of Facilities Services to manage competing priorities and allocate time to ensure targets and timelines are met;
- Supervise assigned staff by coaching, providing direction and support for assigned Facilities staff; and conducting performance reviews;
- Provide oversight and support on a variety of capital projects, from design phase through final construction;
- Aid in selection and oversees work of contractors assigned to various maintenance, operations, construction and repair projects;
- Develops and manages annual operating and capital project budgets, ensuring record keeping standards are met;
- Ensure projects progress as planned, keeping Director of Facilities advised of any changes in scheduling or other project plans;
- Ensures all safety requirements campus-wide are met;
- Ensures compliance with all codes, laws, regulations, and guidelines related to capital projects, the work of contractors, facility operations, maintenance and repair services;
- Provides general oversight of new construction and other projects and maintains appropriate project management records;
- Provide problem solving related to Facilities operations and project management;
- Assist in setting quality expectations by participating in coordination meetings, overseeing project progress, and addressing issues in a timely manner, advising the Director of Facilities Services as needed;
- Assists in management of operations, maintenance, and upkeep of all buildings, grounds, and related structures on campus, including all educational facilities, administrative facilities, campus living, housing and support facilities, athletic fields and complex, dining hall, and specialized facilities;
- Manages supply inventories to maintain proper levels for operations, capital projects, and other needs, as assigned;
- Schedules inspections, conduct walk-throughs, schedules repairs and/or replacement, and contracts services as needed to ensure facilities, grounds, systems, and equipment are well maintained;
- Ensure proper response systems and plans are in place to meet emergency needs;
- Works with federal, state, county and city government officials;
- Provides Facilities Services department oversight as assigned;
- Works to foster cooperative professional relationships with all Facilities staff and others; and
- Other duties as assigned.

Skills Needed:
- Strong knowledge of construction, building operations and maintenance, and general systems operations;
- Knowledge of the practical application of engineering and/or facility management to include applying principles, techniques and procedures to building systems and related equipment;
- Ability to read and interpret schematics, drawings, and blueprints;
- Strong organizational and leadership skills to effectively manage building operations and maintenance, life safety systems, and emergency planning, all phases of project management, including coordination, oversight and daily interactions with external contractors and local officials;
- Ability to effectively manage resources, to include planning, organizing, prioritizing, purchasing, and inventory control;
- Ability to effectively lead, supervise, and train staff to foster collaborative, efficient, effective and safe work environment;
- Strong knowledge of federal, state, and local codes and ordinances pertinent to facilities planning, design, construction, and maintenance;
- Ability to effectively manage budgets, interpret financial data, prepare fiscal projections and prepare reports;
- Ability to troubleshoot, problem solve and provide advanced critical thinking skills and project management skills;
- Ability to develop, implement, convey and enforce safety programs and protocols;
- Ability to effectively organize and manage external contracts;
- Excellent communication and interpersonal skills, to include ability to speak publicly, prepare written documents, escalate emergent issues and provide timely updates, as determine necessary;
- Ability to effectively negotiate resource costs, timelines, and contractor coordination;
- Demonstrated ability to promote and build positive, professional, and productive relationships with staff and key stakeholders;
- Superior customer service skills, integrity and commitment to collaboration and forward-thinking efficiency;
- Ability to effectively use, Microsoft Office, especially Microsoft Word, Excel, PowerPoint, Zoom, Project Management software, and other programs, as needed.

Key Interfaces:
- Interacts extensively with employee groups within and outside the department, vendors, contractors, governing officials, and others as assigned.

Qualifications:
- Minimum educational requirement of Associate’s degree in facility management, project management, engineering, construction, business, or related field; and
- Minimum of six years of experience in operations and maintenance, project management, construction, facilities management or related work, including a minimum of two years supervisory experience; or
- Equivalent combination of education and experience.

Working conditions & physical demands:
- Work spaces may include general office setting with moderate noise to construction sites with high noise levels, wide temperature ranges, confined spaces, dark spaces, and the need to access heights;
- Ability to walk extended distances, traverse uneven surfaces, stoop, kneel, squat, reach, twist, climb ladders, climb stairs, crawl and or climb into confined spaces to inspect or visit worksites as needed;
- Must be able to push/pull or lift up to 50 lbs;
- Ability to assess worksites using vision, hearing, smell, touch and other senses as needed; and
- Ability to effectively communicate and present information effectively.
- Position is classified as essential personnel under College policy and is subject to College and department policies regarding essential personnel. Performs essential duties related to facilities work as identified by management during inclement weather, emergency situations, or as campus needs dictate.
