General Purpose of Position:
To provide safety and security services to students, staff, faculty, and visitors through efficient use of departmental resources. Plan, organize, direct, evaluate, and oversee all programs and personnel involved in the delivery of public safety services at the college; including but not limited to police, security, emergency management, community-based policing procedures, strategies and policies, traffic, parking functions, and building/room key access systems. Act as the college’s liaison with all local, state, and federal law enforcement agencies and build constructive relationships with all local, state, and federal law enforcement agencies.
Essential Duties & Responsibilities:
- Assumes responsibility for the performance of the campus police department.
- Ensures departmental compliance with College policy and with laws and regulations governing the Company Police Program.
- Reports incidents to College officials in accordance with established procedures.
- Understand and apply the requirements for compliance with the federal Clery Act and prepares the annual Clery Report.
- Provide daily campus reports of police/officer log and incident reports.
- Advises college officials on security and safety issues.
- Serve as a visible and accessible leader who values community trust and collaboration
- Participate in the development of training programs and policies geared to upgrade and improve the professional law enforcement capabilities and related services provided by the police/security department.
- Build positive relationships with students, faculty, staff to foster a safe, welcoming campus environment.
- Develop and lead educational outreach and crime prevention programs for the campus community.
- Responsible for budget and fiscal operations of the department.
Skills Needed:
- Knowledge of advanced law enforcement methods; community policing methods & techniques.
- Knowledge of disciplinary systems including but not limited to Title IX, Student Conduct and Residential Life.
- Best practices and techniques used in modern North Carolina law enforcement agencies, with a focus on campus safety operations.
- Knowledge of the laws of arrest, laws of evidence and the use of probable cause in determining what action to take; search and seizure laws; state laws relating to confidential information and liabilities. Proficient in dealing with the District Attorney’s Office and providing accurate testimony in court proceedings.
- Ability to use discretion in handling difficult persons and analyze situations likely to be encountered on patrol.
- Observe and retain names, faces and details of occurrences.
- Ability to conduct and oversee campus investigations. Ensure that all criminal, investigatory and enforcement practices are fair and equitable for a diverse campus population.
- Understand the operation of emergency alarm systems.
- Observe legal and defensive driving practices; interpret, apply and explain rules, regulations, policies and procedures.
- Ability to understand and work within the scope of authority; apply penal code, vehicle code and other policies.
- Use of force, de-escalation and mental health crisis techniques, best practices, and policies. Ability to recognize mental health issues and provide crisis intervention.
- Recruit, train, supervise and evaluate certified police officers, campus officers and support personnel.
- Ensure preparedness through regular drills, training and coordination with College leadership.
- Familiarity with International Association of Campus Law Enforcement Administrators (IACLEA) accreditation standards.
Key interfaces:
- Interacts with other campus administrators in an advisory position. Interacts with defense and prosecuting attorneys, Campus and Company Police Directors, staff members for the Attorney General and other law enforcement agencies (e.g. SBI, WCSO, RPD, NCSCP).
- Represent Meredith College on appropriate NCICU Committees.
- Meets regularly with divisional and campus leadership.
Education & Experience:
- Bachelor’s Degree from an accredited college or university in criminal justice, public administration, or related field or equivalent experience.
- Minimum of 8-10 years of progressively responsible law enforcement experience, including at least three years in a supervisory or command role.
- Current North Carolina Law Enforcement Certification or ability to obtain NC certification within 60 days of hire; Relevant Law Enforcement Certification by the State of North Carolina.
- Restorative justice practices and modern community focus policing.
- First Responder Training; Serve as Incident Commander in emergency situations or major campus incidents.
- Valid NC driver’s license and acceptable driving record.
Working conditions & physical demands:
- General office setting with moderate noise level and on campus responses to potentially hazardous calls for service.
- May occasionally lift up to 50 lbs.
- This position will require being on-call 24/7, ability to respond at all hours, and will require flexibility in schedule to include periodic meetings and maintenance of non-traditional/routine office hours (i.e., outside of 8am-5pm, Monday-Friday).
- The duties of this position are primarily conducted in a normal office environment. However, circumstances may require or result in spending extended time outdoors, potentially in extreme heat or cold, and with the possibility of exposure to hazardous chemicals.
